When you peel the bark off a large copper beech tree, the tree beneath is red like blood. Seeing this as a child—when my siblings and I spent endless hours in this tree’s branches— brought home the realisation that trees are alive. Answers to the questions we hear most often from property owners in Wellington.
Do I need Wellington City Council's permission to work on a tree on my property?
Usually not. The council has no authority over trees on private land unless they’re listed as notable trees in the District Plan. More than 150 trees are listed, and about half are on private property. For a listed tree, minor trimming such as removing broken, dead or diseased branches must be done by a New Zealand Arboricultural Association-approved contractor, with council approval at least 10 days beforehand. Anything more, including removal or work in the root zone, needs a resource consent, even if the tree is on your neighbour’s property.
Who trims trees near power lines in Wellington?
Wellington Electricity owns the network across the city. For trees on private property within four metres of its lines, it generally does the first cut free of charge, and after that the tree owner is responsible for keeping them clear. Only arborists approved by Wellington Electricity may work within four metres of its lines. Trees on the road reserve are the council’s responsibility, and the private service line to your house isn’t covered by the free first cut. We’ll handle the work outside the four-metre zone.
How does Wellington's wind affect the trees on my property?
Wellington is one of the windiest places in New Zealand, with gusts over 60 km/h recorded on around 173 days a year. Storms can be severe: in February 2026, gusts reached 128 km/h at Wellington Airport and falling trees and lines left 30,000 properties in the Wellington and Manawatū-Whanganui regions without power. Regular crown thinning, deadwood removal and checks on weak branch unions reduce the risk. If a storm brings a tree down, call our emergency arborist service.
Can you work on steep or hard-to-reach Wellington sections?
Yes. Steep sections, narrow access and trees hard up against houses are common in Wellington. Where a tree can’t be felled in one piece, we dismantle it in sections, using ropes and rigging to lower each piece under control. We’ll assess the slope, access and anything below the tree when we quote, and plan the job around it.
Who looks after trees on the berm or road reserve outside my Wellington home?
Trees on the road reserve, including berms and footpaths, are Wellington City Council’s responsibility, or Waka Kotahi’s on state highways. As a rule, the council won’t top street trees to reduce their height. To report a problem with a council tree, use the council’s online Fixit form or call 04 499 4444. For listed trees, the council’s tree team gives free advice.
